Total Population

Do you have any idea how many total populations are using LinkedIn and the total size?

I don't, but your target population for your study is LinkedIn users? If so, just doing a cursory Google search shows they have a billion users globally.

I see, I think this may be a bit backwards since your target population would be IT technology managers with at least 5 years of experience. I think you'd also need to pare that down based on other factors like industry, education background, etc. Zippia.com has information on how many people hold particular job titles. Once you figure that out, you would distribute the survey to LinkedIn groups that cater to IT managers.

Okay, so you need IT managers who have experience using IoT devices, 5+ years of experience as a manager, 5+ years of experience using IoT devices (I assume), at least a 4-year degree, and located somewhere in the United States. Come up with job titles to search for on Zippia and get their total numbers so you can make a statement to pare it down with those additional qualifiers.

Okay, so maybe I'm misunderstanding your original question then. You defined four LinkedIn groups which has totaled 1,000 people. For the IRB application, you're effectively just repeating what you had submitted for the topic approval. I'm not sure where LinkedIn as a whole factors into this.

I was able to prune it down to total population of 300 and target population of 95, still going to use a LinkedIn Group.
